The Observer Newspaper says the arrested controversial blogger landed at Entebbe International Airport on 8 August, 2021 but the airport manifest for August 7-8 was allegedly confiscated by Special Forces Command (SFC).
According to security sources, Lumbuye arrived in the country aboard Turkish Airlines, which touched down at Entebbe International Airport on Saturday at around 3 am.
He was held at the police station in the passenger terminal for two hours where he was interrogated and whisked off to Kampala. Multiple security sources say that Lumbuye was escorted by Turkish security operatives who took him through immigration and the police station for clearance.
He was taken to the Turkish Embassy for further management until when he was handed over officially to the government.
âFred Lumbuye is reportedly being held at Gulu Airforce base in northern Uganda as security continues to hunt for 11 of his alleged conspirators who âwere feeding him with state secrets,â The Observer stated on Saturday.
Earlier today, the National Unity Platform (NUP) Secretary General David Lewis Rubongoya revealed that Lumbuye who was arrested last week might have been brought into Uganda by President Yoweri Museveniâs government using mafia-style.
Responding to the numerous questions and concerns regarding the case of Lumbuye, Rubongoya said that as NUP, they have tried everything to locate Lumbuye but the efforts are still futile.
â He may still be in Turkey, but he might have been brought into Uganda mafia-style. That is why our efforts have been multi-pronged.As soon as we have new information, it will be shared accordingly,â Rubongoya said.
On Monday, Uganda Police said Lumbuye was not in their custody.
While addressing the media, the forceâs spokesperson Fred Enanga said that they however have 15 cases that they will bring against the controversial blogger once he is handed over to them.
âWe donât have Lumbuye but what we have are 15 case files against him. Donât ask us if he is here or not because we donât know but as soon as he is handed over to us we are ready, â Enanga said.
âWhen he is handed over to us, we shall come out with the full statement. Whether he is in the country or not, as police once he is handed over to us we shall process him with the 15 file cases we have on him,â he added.
The prepared charges he said, include among others spreading harmful propaganda and terrorism videos, inciting violence and other cyber crimes.
Following the arrest , the State Minister for Foreign Affairs Henry Okello Oryem, confirmed to journalists at the Ministry of Foreign Affairs offices in Kampala last Friday that the plane transporting Lumbuye was expected to land the following day at Entebbe International Airport before he is charged with promoting sectarianism and instigating violence.
However, despite the Ministerâs confirmation about Lumbuyeâs deportation, the blogger is yet to be seen anywhere in Uganda.

Some 2,255 members composing of
in-service soldiers with Uganda Peoples Defence Forces combat arms and services were passed out under the Command of ColL Ezra Byaruhanga.
In attendance was the Commandant ,Brig Gen Bonny Wolimbwa, the Director Political Education Land Forces Col Anatoli Nuwagira, who represented the Chief Political Commisar(CPC), and United Nations Guard Unit (UNGU) Commander Lt Col Mugungu among others.
The objectives of the training were to enhance ideological awareness among the troops and open the members perspective on matters of individual, institutional and national consciousness. To instill conscious displine among the troops especially in mission areas where the UPDF image is paramount.
Through the commissariat, BG XXXIII has gone through a constituted package suitable for troops going for the mission and back to the country.
Packages included the importance of ideological development in UPDF, political economy, revolutionary philosophy, mindset change, history of Uganda since pre-colonial era to date, Ugandaâs resources, development and understanding Uganda, subversive tendencies and revolutionary methods of work, family and parentage, financial literacy, counseling and guidance /physcho-social support , ethics and military, patriotism, offences and punishment , ethics and morality and media in operational areas among others.
The CDF in his speech emphasized efficiency and effectiveness as enhancers that enable the UPDF to deliver on its mandate. He went on to say that the highest type of efficiency is that which can utilize the existing material to the best advantage as strategic and operational needs decrease in a resource constrained environment with a cocktail of complexities and challenges that impose limitations on decision makers and implementers.
Furthermore, he gave highlights on mandatory authority, vision 2040 that identifies defence, peace and security as one of the core , UPDF vision and core mission and Ugandaâs vision for defence as strategic goal for Uganda to be prosperous by modernizing and causing a metamorphosis of Ugandan society into a middle class, skilled working class and eventually into a knowledge based class among others.
The CDF wished the troops the best in their service for our Motherland, Uganda while on mission in Somalia.

TM TV is expected to test its signal this September and kick off normal programming on Sunday, 3rd October 2021.
The 31-year-old Nameere Justine, rose to fame in 2012 when she was presenting Life Stories on NTV Uganda, the same station where her sworn enemy Faridah Nakazibwe also works from. Nakazibwe and Nameere have been feuding for years online.
After resigning from her job on NTV, Nameere, started her own production company where she filmed her shows and she has worked with several TVs as a content provider.
She has provided TV content to several stations including Bukedde TV, UBC TV, Salt TV among other stations where she appeared as the show face.

Failure to do so, Museveni has directed, they should face the full wrath of the law.
âRubbish, they should return back all that theyâve been stealing. My girl (Col. Edith Nakalema) recently forced some thieves to return over Shs26bn back into Government coffers, the same can be done to these ones, after the report implicating them, â Museveni ordered as quoted by the source.
âAll implicated officers should be referred to the IGG for prosecution and possible recovery of public funds. He said in the meantime, the permanent secretaries of the ministries of Works and Transport, as well as that of Finance should handle matters of Uganda Airlines Ltd.
A number of these officials have been accused of extorting money from job applicants, bungling procurement contracts, recruiting relatives, friends and church members across the networks, maintaining ghost workers on the airlinesâ payroll and giving jobs to unqualified pilots at the expense of the safety of passengers, noted our source inside the Airline.
According to the report compiled by the State House investigations team, it has been revealed that the management and board members connived in a couple of acts that risked the re-collapse of the airline and these include;
1.The boardâs involvement in recruitment leading to corruption.
2.Collusion with management in the recruitment of relatives and friends.
3. Flawed procurement and contracts mismanagement.
4. Poor risk analysis, management, implementation and follow-up
5. The boardâs involvement in the day to day operations- micromanagement of the Airline
6. Certification of Aircraft â"inability to supervise the process as the board.
7. Ground handling wastage by the board
8. Aircraft maintenance organization.
9. The board approval of high costs/ expenses without due diligence due to self-interest.
10. The boardâs lack of a performance scorecard for the Senior Management team.
11. The boardâs lack of functional and active committees.
12. Ignoring security vetting.
13. Retaining pilots that failed simulator training.
14. Reports of bribery solicitation among others.
In the same vein, it has been resolved that the management was also as toxic as the airlinesâ board and they are accused of;
1. Cornwell Muleya- Chief Executive Officer -Failure to curb corruption of the errant officials
2. Delayed operations of the Airbuses into service.
3. Delayed Self Handling project.
4. Gross procurement exceptions.
5. Poor market price assessment on procurements.
6. Lack of transparency in purchases.
7. Retrospective procurements
8. Instances of possible collusion and misuse of public funds.
9. Irregularities in bidding opening.
10. Awarding contracts to non-compliant bidders.
11. Signing contracts against expired bids.
12. Missing contract signatures.
13. Failure to appoint contract managers.
14. Irregular advance payments.
15. Award of contracts without approvals from Solicitor General.
16. Different bidding documents to the same bidders in the same procurement process.
17. Receipt of unsolicited bidders.
18. Differential rates.
19. Glaring revenue leakages.
20. Unethical human resource practices in recruitment.
21. Retaining pilots that failed simulator training.

Background Of The Matter:
In May this year, President Museveni suspended for three months the Airlines top managers including the Chief Executive Officer (CEO) Muleya, a Zambian national , and then ordered for forensic investigations on a number of allegations. Among them; using a national carrier to smuggle alcohol into Somalia, an Islamic state, nepotism, corruption among others.
After suspending Muleyaâs team, Museveni brought back Jennifer Bamuturaki, whom the then CEO Muleya had fired after her six months probation period, claiming she couldnât match with his âbrilliant team he wanted to assemble to run business at the airport.
Also, during the recourse, Museveni immediately deployed a no-nonsense investigator Brenda Wadri from State House to investigate the rot in the Airlines.
Meanwhile, Wadriâs audit has since found the team connived in fraud and forgery, falsification of documents, best-evaluated bidders presenting forged tax clearance certificates; poor record-keeping, poor planning, unfair evaluation, unjustified use of direct procurement, missing payment records, contracts signed against expired bids and irregular procurements among others as summarized above.

The youth say eversince Eyeru assumed office last year, he has been incompetent and to have audience with him is as difficult as to grasp a shadow.
They say due to such reasons, they have decided to vote him out and replace him with an appealing leader who will properly represent their interests as youth in Uganda.
The youth reached the decision on Wednesday following their foiled Annual General Meeting at NYC head offices in Ntinda, Kampala.
The disgruntled youth were denied access to their offices by security officers on orders of Eyeru and his colleagues. The commotion also led to the arrest of some youth who were briefly detained at Kampala Central Police Station (CPS). They were accused of inciting violence.
The youth also pin their chairperson along with some members of his administration of meeting President Yoweri Museveni without their knowledge. They say Eyeru and colleagues never bothered to reach out to them to find out what they wanted Museveni to do for them, all they did was to present their personal needs to the President.
Gordan Musinguzi, the Nakaseke Youth chairperson says Eyeru and his administration want to conspire so that they embezzle the funds Mr Museveni gave to them to run the youth affairs across the country.
âAfter finding out that they want to steal our money, we have decided to impeach Eyeru using the law that governs our leadership as the youth,â Musinguzi said.
Musinguzi also revealed that they are planning to report the matters to President Museveni.

He disclosed that when they learnt about Lumbuyeâs arrest,they set out to contact their diaspora leadership team in Turkey, but unfortunately they did not have a lot of information regarding this case.
âWe contacted some of Lumbuyeâs close friends to try and establish what information they had on the matter. They connected the team to a lawyer based in Turkey â" One Mustafa Demir, who they said was responsible for the case. That lawyer did not allow Hon. Zaake (who was traveling to Turkey) or anyone else to see him physically although he spoke to them on phone. He demanded legal fees worth 71,000 USD. We all thought this was a lot of money, and different people tried to negotiate the amount down, but they were unsuccessful,âRubongoya said.
âOur diaspora leadership team set out to fundraise for the legal fees, while we engaged other processes. Many Ugandans in the diaspora responded to the call and contributed money through the different diaspora chapters (countries).At some point Mr. Okello Oryem, Gen. Museveniâs minister for foreign affairs came out and claimed Lumbuye was being transported to Uganda and that he would arrive last Saturday morning. Several team members, including Hon. Muwadda were at the airport all night, and did not see Lumbuye being brought in that day. We had put the legal teams on alert to immediately take on the case upon his arrival, which didnât happen. We engaged with the Turkish embassy in Uganda, but they did not disclose any information. Efforts to get information from the Ugandan authorities have also been futile to date.â
The Secretary General also said that in Turkey, efforts were ongoing to try and engage the lawyer over there, but for reasons best known to him, he was hesitant to meet any of their people.
â It was at that point that we took a decision to send part of our legal team to Turkey to establish what exactly was going on. We reasoned that it would be improper, even if the required money was raised, to just hand it over to someone who no body had been allowed to meet physically. Secondly, we wanted at least one of our lawyers to be taken to where Lumbuye is being held for a proper understanding of the situation.
âTherefore Comrade Wameli Anthony and Comrade Muwadda Nkunyinji left Uganda for Turkey. Upon arrival, they attempted to meet the lawyer, but he declined to meet them. Hon. Muwadda visited the law firm which the lawyer ostensibly heads, but he only interacted with his juniors. The following day, they both went back to the lawyerâs chambers and waited all day for the lawyer to see them, but he did not show up. It is important to note that all the earlier statements made by different leaders regarding this case were premised on the assurances given by the lawyer, who was introduced to the team by Lumbuyeâs known friends.â
Rubongoya further stated that Wameli and Muwadda have since decided to engage another lawyer in Turkey (Adnan Sahin) who has been useful and with his assistance, the local lawyers have been able to contact different Turkish authorities and visited some detention centres for information.
âAlthough they have gotten some leads, they havenât been able to establish with certainity where Lumbuye is.We have assurance from our diaspora leadership team that all the money collected for this case thus far is still intact, and it is still in the hands of the respective diaspora chapters.
âIn Uganda, part of the legal team yesterday filed a habeas corpus application seeking to compel the regime to produce Lumbuye before a competent court if he is in their custody. The premise of this application is that the minister owned Lumbuye and claimed he was being returned to Uganda. There has also been unconfirmed information that he was stealthily brought into the country. We also saw a temporary travel document being circulated online but we couldnât ascertain its authenticity.â
Rubongoya also disclosed that currently it is difficult to tell with certainity where Fred Lumbuye is at the moment.

The 5 justices, Rubby Opio-Aweri, Faith Mwondha, Dr Lillian Tibatemwa, Ezekiel Muhanguzi and Percy Night Tuhaise in unison dismissed BoUâs bid to substitute Crane Bank in Receivership with Crane Bank in Liquidation a move the justices said would fundamentally alter the facts the case and deny both Dr. Sudhir and Meera a chance at justice.
This latest application to switch parties emanates from the 20th of October 2016 statutory takeover of Crane Bank Limited under the Financial Institutions Act and subsequently placed it under receivership on 20th January 2017, before selling its assets and liabilities to dfcu Bank on the 25th of January 2017.
Thereafter Bank of Uganda, through Crane Bank in Receivership sued Sudhir Ruparelia, one of the Shareholders of the bank, together with Meera Investments Ltd
Before the main case could be heard, Dr Sudhir and Meera, raised preliminary objections through the High court in which they argued that Crane Bank in Receivership had no basis for suing since the law did not allow a company in receivership any powers to sue or be sued.
The High Court sustained the preliminary objections and dismissed the case Bank of Uganda and ordered it to the costs of the suit to Sudhir Ruparelia.
Dissatisfied with the High Court ruling, Crane Bank Limited in Receivership filed an appeal, but the appellate court maintained that a company under receivership canât sue or be sued.
Crane Bank Limited in receivership then appealed against the decision of the Court of Appeal in the Supreme Court, which is pending resolution.
To stop Dr Sudhir and Meera Investments from enforcing the ruling of the Court of Appeal to regain their company, Crane Bank Limited in Receivership also filed Supreme Court application against Sudhir Ruparelia which was dismissed.
Following this court defeat of the Bank of Uganda on 15th November 2020, BOU issued a public notice in the Sunday Vision newspaper to the effect that it had placed Crane Bank Limited under liquidation and ordered the winding up of its affairs. Dr Sudhir Ruparelia then filed Supreme Court Miscellaneous Application Nos. 39 and 40 of 2020 against Crane Bank Limited in Receivership and BOU seeking interim and temporary injunctions respectively to stop BOU from continuing with the liquidation process. However, the court also dismissed this application on 22nd December 2020.
Following this ruling, Bank of Uganda, this time, through Crane Bank (In Liquidation) went to the Supreme Court asking to switch itself with Crane Bank Limited in receivership as the substantive party in the Supreme Court Appeal a move that the five justices have now dismissed saying it was a move in bad faith and an attempt to circumvent the main issue in the appeal- which is whether a company in receivership can sue or be sued.
The justices also ruled that the very nature of the amendment sought by BoU would fundamentally change and alter the facts of the main appeal.
They also ruled that the Bank of Ugandaâs latest application was in bad faith since it was made with the full knowledge that it would impact the main appeal.

We were close to 200 professionals when I was embarrassed while responding to a research report presented by the then Principal of Shimon PTC Mr. Higwira. I was corrected in a common grammatical error that many would ignore. To be honest, I did not only forget the last word I had spoken but also the next word I was to speak. I was speechless for a couple of seconds amidst laughter from audience. I then shouted âThank you Sir, howeverâ¦â¦.,â in order to partly regain attention of the audience.
Since then, I polished on my grammar. Better is open rebuke than hidden love (Proverbs 27:5). You too, can accept correction and improve. Common mistakes occur:
